Money for the Boys
Unless an ordinance is enforced it had as well be stricken from the books. The efficacy of law depends upon its prompt and certain execution, and its lax administration is an encouragement to its violation.
"A gentleman said this morning,'There are a large number of cows roaming around the city every day in violation of the ordinance bearing upon that subject, and if there is no officer to be conveniently procured to capture these roaming quadrupeds it seems to me that boys who are otherwise disengaged could make some money by impounding the animals and claiming the fee. South Jefferson, Cherry and Elm Streets are daily invaded by an army of cows and calves which should be and could be readily corralled, and which are allowed unlawfully to frequent those thoroughfares. I hope that some of the enterprising boys will adopt the suggestion, as they will be doing the public a service and at the same time helping themselves.'”
